Job Purpose

To assist the Sr. HSE Officer and HSE Manager in the effective implementation of Health, Safety, & Environmental programs and strategies in HTL Corporate Office

Principal Accountabilities

•    Directly reporting to the Sr. HSE Officer/Sr. HSE Officer- HTL
•    The incumbent is responsible for supporting the implementation of an effective management system, training and awareness programs and developing and implementing loss prevention strategies which the operating company management are supportive of.
•    Responsible for the accurate and timely delivery of HSE support to the terminal by interfacing with Terminal HSE staff in coordination with operation, maintenance & finance for HSE Issues 
•    Supports the HSE Manager and Sr. HSE Officer in cascading the HSE compliance function throughout the HTL Group with the assistance of the ‘on-site HSEQ Officers’ who functionally report to the HSE Manager
•    Support the HTL HSE Team – HSE Manager & Sr. HSE Officer in the development of appropriate strategies, specific HSE programs / initiatives to ensure the adherence to company HSE policies/standards and regulatory requirements, and encourage the Terminal employee’s commitment towards this initiative resulting to an improve Terminal HSE performance
•    Liaising with GEHSQ specialists, the incumbent is responsible in supporting the HSE Manager/Sr. HSE Officer in the effective integration of HTL HSE strategies into HTL Business Plans and support the financial performance of the HTL Group through implementation of an effective Loss Prevention programs.
•    Responsible for developing and implementing, maintaining and updating HSE management systems to integrate all HSE standard practices and mandates into the Terminal to achieve and improve the HSE performance of the terminal.
•    Responsible for organizing and scheduling HTL HSE internal audits, Site Inspections, Risk assessments, Safety trainings, coordinates project HSE review with HSE Team in developing and circulating reporting formats and minutes for recommended corrective actions. 
•    Support the Sr. HSE Officer and HSE Manager in the investigation of Incidents and issues, questions or concerns received from within the Terminal using the SCAT investigation technique. Developing and recording/follow up of recommended actions for improvement and closure.
•    Assist in liaising with local authorities local for all UAE based terminal all related HSE issues.
 

Additional Principal Accountabilities

•    Acquaint with the Terminal project risk assessments and method statements and maintain documents for updating and reference.
•    Interface with all terminal HSE team and ENOC GHSE regarding HSE issues and submission of monthly/quarterly reports, such KPI Performance, Annual Business Plan, Critical action plan status, etc. to HSE Manager/Sr. HSE Officer
•    Assisting in identifying workplace hazards and advises on appropriate industrial hygiene samples/measurements of physical and/or chemical exposures, recommend controls and/or personal protective equipment.
•    Assist the HSE Manager/Sr. HSE Officer in maintaining and updating HSE documents in the HTL HSE Management Systems.
•    Schedule and coordinate HSE training programs for Terminal HSE and employees in coordination with GHSE SME’s and 3rd party HSE service providers to increase their HSE awareness and knowledge 
•    Assist the Management Representative for the Terminal in maintaining and updating the ISO systems.
•    Support the site incident investigations and join the investigation teams in case of major accidents/emergencies. Familiarize the method of developing incident investigation reports and process. 
•    Other HSE roles and responsibilities that may be required by HTL HSE to be performed.
 

Experience

• Education: Bachelor Degree/diploma preferably Tertiary education
• Qualifications & experience: Post Diploma in Industrial Safety with five years experience  as Safety engineer in oil/chemical industry
• Computer skills: Good basic skills
• Language & writing skills: Good written and verbal communication skills
• Other skills & competencies: Good behavioural skills.
