Job Purpose

Responsible for the functional management of the static equipment maintenance activities within assigned area.

Carry out static maintenance activities for assigned area by implementing quality work plans for corrective, routine, and preventive maintenance works using extensive maintenance experience and Computerized Maintenance Management System.

Control and monitor static maintenance activities ensuring equipment reliability and availability.

Conduct troubleshooting and maintenance activities efficiently and effectively for static equipment and systems in the refinery, Study and resolve technical problems, prepare maintenance procedures, suggest maintenance strategies and optimize preventive maintenance activities. Responsible for static activities within assigned area as per management directives.

Management of maintenance personnel and contractors within assigned area. Development and control of short-and-long-term plans and budgets for static discipline.

Responsible for development and implementation of maintenance strategies, execution and optimisation of corrective, preventive, and predicative maintenance programmes, and resolving technical problems related to static discipline within assigned area.

Principal Accountabilities

•    Act as per EPCL Incident Command System (ICS) or as directed by Emergency Command Centre Commander (ECCC)/Incident Commander.
•    Ensure that health, safety, and environmental policies and procedures are implemented and complied with by staff and contractors.
•    Conduct safety audits to identify possible hazards and address potential incidents within Static assigned areas. 
•    Carry out static activities within assigned area as per management directives.
•    Supervise static engineers and static maintenance contractors within assigned area. 
•    Conduct maintenance and troubleshooting of refinery static equipment and systems which amongst others include:
-    Vessels.
-    Columns.
-    Fired Heaters.
-    Heat exchangers. 
•    Supervise execution of normal static maintenance work and Preventive maintenance programmes within assigned area. 
•    Conduct equipment failures investigation and root cause analysis.
•    Review and monitor of yearly static budget for assigned units including status reporting on a monthly basis.
•    Ensuring that qualified resources are available for handling of maintenance activities through timely renewal/preparation of manpower supply contracts for 
•    static personnel.
 

Additional Principal Accountabilities

•    Preparation and execution of planned work during refinery T & I shutdowns. 
•    Ensure completion of static work as per PM schedule and work requests issued by different departments using SAP or other CMMS system. Review and analyse costs and repair history for all Work Orders.
•    Development, execution and optimisation of normal maintenance work and preventive maintenance programmes.
•    Investigation of equipment failures, conduct root cause analysis, and take actions to eliminate or reduce failure rates.
•    Confirming that qualified resources are available for handling of maintenance activities through timely renewal/preparation of manpower supply contracts for static maintenance personnel.
•    Manage and supervise work done by service contractors and certification of contractor invoices.
•    Preparation of technical requirements for quotations, technical review of quotations, and inspection of delivered spare parts for compliance with purchase order requirements.
•    Review and optimisation of stock holding levels for spare parts. Suggest improvements to lead engineer mechanical maintenance/Sr. manager maintenance. 
•    Auditing of new vendors/service providers for potential registration with ENOC.
•    Compilation and review of maintenance procedures. 
•    Responsible for staff training and development. Ensure staff knowledge and competency to perform activities safely, efficiently, and effectively.
•    Ensure UAE nationals training and development programs are implemented and progress is monitored. 
 

Cyber Information Security Responsibilities

Comply with all applicable information security policies, standards, and procedures.
Classify and protect information assets in accordance with the Data Classification Standard.
Participate in mandatory information security awareness and training programs.
Support information security initiatives and activities within the organization.
Consider information security requirements when managing changes involving information assets.
Report security incidents, vulnerabilities, weaknesses, or non-compliance in accordance with established procedures.
Fulfil role-specific information security responsibilities and contribute to maintaining the effectiveness of the Information Security Management System (ISMS).

Experience

• Graduate in mechanical engineering from a recognized college or university.
• Minimum 8-10 years’ experience in a refinery/petrochemical environment covering maintenance, repair, troubleshooting of static equipment.
• Computer literate, Experience with computerized maintenance management system. (E.g.: SAP / Oracle / Maximo)
• Knowledge of industry standards and codes.                                                                      
• Must be thoroughly familiar with refining environment safe working procedures.
• Must be proficient and fluent in both written and spoken English.
