Job Purpose

Liaison between OT/ICS Projects leaders and technical disciplines, supporting the department management to organise and control project elements. Across the project life cycle, will be responsible for development and delivering projects related tasks, from planning, designing to execution and closeout which include scope, function, budget, time, operability, quality, and safety in line with the agreed project objectives and to deliver a successful OT/ICS project
across our stream.
 

Principal Accountabilities

Development of the Functional Framework: Support the department project leaders in developing and maintaining the functional framework i.e., the set of OT and ICS processes, procedures, manuals, standards, guidelines, and templates required to effectively deliver functional objectives.
Help in Implementing the OT ICS approved processes, procedures, manuals, standards, guidelines, and templates on assigned projects in line with the department and business team.
Support the department leaders in the development, administration and maintaining of systems, tools, databases, documents, and libraries related to the function.
Employ and ensure the utilisation of applicable implemented functional systems and tools on assigned projects. Ensure functional databases and libraries are regularly updated with actual project data from different assigned projects.
Support the Principal Project Manager in the development and implementation of new tools, technologies, and techniques to continuously improve the quality and efficiency of functional processes and performance.
Provide inputs to the department leaders to enable benchmarking of functional processes and performance against peers and industry best practices related to OT/ICS in alignment with Cybersecurity.
Participate in Project Planning workshops to understand the project scope, goals, deliverables, stakeholders to insure it aligns with industry best practice and overall cybersecurity posture of the organization.
Developing and maintaining an updated Project Execution Plan (PEP) and schedule. Track project progress and perform risk assessment and develop a mitigation plan as and when needed with coordination with projects leaders.
Developing with Support of the department leaders the Service Level Agreement (SLA) with different stake holders internal and external (Vendors, GIT, CSF, Business, etc.).
Support the Projects leaders in developing, tracking, and managing the overall project budget CAPEX & OPEX, Purchase Request PR, Purchase Order PO, etc.
Support the department management in carrying out technical evaluation of consultants, contractors, vendors, and suppliers related to the project.
Ensure completeness of tender documentation in terms of projects requirements especially towards engineering, any performance tests that need to be carried out, and any Operations & Maintenance (O&M) training or knowledge transfer to be provided.
Support in managing the tender and technical clarification process, assimilating, reviewing, and finalising responses to clarifications internal or external.
Integrate OT/ICS security considerations into project timeline and budget.
Review/Develop pre-commissioning and commissioning procedures, FAT, SAT, CFAT & CSAT.
Verify completion of contractor's scope of work in accordance with the contract prior handing over.

 

Additional Principal Accountabilities

Review change notes and assist the Project leaders in Management of Change (MOC) to minimize risk on both project and security posture.
Review project claims and variations for technical correctness and accuracy with respect to the contract and make suitable recommendations to the Project leader.
Support the Project leaders in developing periodic project reports and team for site visit reports.
Support the Projects Leaders in completing residual tasks after handover such as close- out of punch lists, final payments, etc. to enable project close-out.
Participate in the post-implementation review of the project to validate project objectives, capture lessons learned, and close-out the project.
Identify, review, analyse and validate lessons learned for assigned projects.
Carry out any other tasks as assigned by the project leaders and/or line manager.
Comply with ENOC EHS and sustainability policies, procedures, standards, and systems to support the EHS and sustainability performance of the department and the company.
Comply with ENOC OT, IT, Cybersecurity policies, procedures, standards, and systems to support the performance of the department and the company.
Candidate should be familiarized with OT/ICS standards e.g., IEC/ISA etc. and cybersecurity frameworks e.g., NIST.

Experience

Bachelor’s degree in Computer Engineering, Electrical & Control System Engineering or Information & Cyber Security Engineering and Three (3) years of experience in applying the discipline skills to OT/ICS project engineering.
Understanding of a variety of the discipline’s concepts, practices, and procedures.
Good understanding of OT/ICS Systems and Technologies in alignment with best OT/ICS Cybersecurity practices.
Strong analytical, problem solving and interpersonal skills.
Proficient in office productivity tools such as the MS Office suite of products and Adobe Acrobat.
Excellent communication, collaboration skills with advanced English language proficiency.
PMP, ISA Automation Project Management (APM) Specialist certificate and /or CISSP certificate is an advantage.
