Job Purpose

1.    Under the guidance of Manager Operations & BD, sets direction to all operational interests, including policy and standards, for ENOC Aviation in UAE and overseas; Responsible for providing guidance and direction on aviation operations to ENOC Group, JV’s, and where applicable third parties including airport authorities. 
2.    Accountable for aviation operations, quality control and safety. 
3.    Manages new business opportunities with assistance from the Technical Manager, i.e. from evaluation to fruition of business through including management of the project. Negotiates a variety of business propositions with various stakeholders (suppliers, oil companies, airport authorities, governments) to bring maximum value for ENOC. Manages fit-for-purpose proposals and Agreements with the parties, and project execution, cutting through various hurdles to meet target dates.
4.    For all ENOC aviation assets, develops plans for their expansion, upgrades and/or replacements, and timely corrections to supply chain activities for expense control. Also responsible for ENOC’s Aviation Refuelling Liability Insurance.
5.    Under the guidance of Manager Operations & BD, responsible for leading Management committees of JV’s, ensuring safe and efficient functioning of operations. Manages complex JV and shareholder/stakeholder issues and affairs to safeguard ENOC interests.
 

Principal Accountabilities

OPERATIONS & ASSETS
Under the guidance of Manager Operations & BD and within company policy:
1.    Sets direction and directs entire operations for ENOC Aviation, and its subsidiaries. On behalf of ENOC Aviation, oversees and ensures all aviation operations within the UAE and abroad are compliant to established operational standards, EHS, quality, customer service and company policies. The supply chain may include ship supplies, refinery, intermediate terminals, airport storage, product transfer facilities and into plane service facilities. Ensures operating performance of the relevant companies against agreed targets; develops and directs specific action plans.  
2.    For all ENOC Aviation assets, whether own or in JV’s (including Eppco Aviation) and whether in UAE or overseas, develops plans for their forward planning, execution of in-time expansion, upgrades and/or replacement as the case may be, to ensure business needs and/or continuity. Approves all operational equipment purchasing.
3.    Responsible for 1 Billion US$ Refuelling Liability Insurance, ensuring operations and commercial deals minimize liabilities and do not jeopardise the insurance; manages insurers to make new proposals and their operational aspects acceptable to them. Identifies gaps, and ensures corrections to make operational and insurance requirements tie in. 
NEW BUSINESS DEVELOPMENT & PROJECT MANAGEMENT
Under the guidance of Manager Operations & BD and with knowledge of supply chain, operations and a variety of business models; and with tact and diplomacy:
4.    Influences and develops relationships with other oil companies, airlines, airport authorities, government officials, suppliers and other stakeholders to discuss their needs, appetite and synergies; identifies and develops new business proposals that are conceptually sound, operationally and commercially viable; manages to put in place appropriate Agreements with the parties involved. 
5.    With technical assistance from Technical Manager, manages complete Project until commissioning; Cuts through barriers and hurdles in the way of progress of the Project; Provides support as needed to meet target dates of execution and smooth handover to the Operator; and thereafter manages relationships with key stakeholders for smooth functioning.
PROFESSIONAL EXPERTISE
6.    Accountable for aviation operations, quality control and safety.
JV MANAGEMENT AND TECHNICAL COMMITTEES
Under the guidance of Manager Operations & BD:
7.    As Chairman (during ENOC’s tenures), leads Management Committee for JV’s for harnessing common approach and consensus for resolving management, investment, operational and technical matters of US$ 100-150 Million worth of Projects. Acts as the key interface between Oil Companies and senior officials in Dubai Airports for decisions and communication on all matters relating to fuel infrastructure in Dubai Airports and their operation.
8.    Manages complex issues, disputes, and grievances amongst stakeholders and resolves these amicably safeguarding ENOC interests. These matters may relate to management, JV Agreement modus operandi, investment or operations of the facilities. 
OTHERS
9.    Responsible for developing the Company into achieving recognition in aviation operations through various actions in the management committees of JV’s, and ensuring safe and efficient operations, etc. steers the company towards leadership in the aviation Industry in line with ENOC Aviation’s strategic goals and vision.  
10.    Advises Marketing Segment and Group Service Departments on current needs of Aviation, and makes significant contribution for developing realistic targets, business risk assessment, budget preparation, EHS KPI’s and special projects.

Additional Principal Accountabilities

Experience

•    Engineering Degree with at least 6 years experience in Jet Fuel Industry.
•    At least 2 years experience in the capacity of Operations Manager in reputed aviation operations. At least 3 years experience in aviation facilities construction, maintenance and project management.
•    Must have assumed a role in the Industry with a variety of experience of aviation supply chain operations, QC, QA systems, technology, business models, and agreements.
