Job Purpose
To ensure that all EA operations (Aviation and Pipeline) and EA handled projects are carried out in a safe, timely and cost effective manner in line with the JIG, Chevron Operations and Quality Control Manuals and other applicable standards.
Principal Accountabilities
1)EPPCO Aviation Operations:
a)Ensure that operations and asset maintenance at all EA locations (DIA-ITP, Minhad, Fujairah as also JIFF, DWC Fuel Farm whenever operated by EA) are conducted safely, efficiently & in a cost-effective manner in accordance with ISO/Chevron/JIG Regulations and Standards for Operations and HSSE.
b)Confirm standards through random spot checks of the staff, facilities, equipment and activities associated with the operation and advise respective depot managers to adequately address all deficiencies.
c)Carry out random spots checks on operations and maintenance activities to verify compliance to standards as also to identify areas for improvement.
d)Periodically review the stock accounting at various locations including accounting for tank stocks, defueling, refuelling and other non-sale transactions.
2)Project Management and Technical Expertise:
a)Manage all EA projects from feasibility, concept design, specification/tender development, order placement, execution till commissioning.
b)Design Aviation Refuelling equipment that are reliable and efficient for use incorporating the latest technologies and JIG requirements to. Modify/upgrade old equipment to enhance life and performance of equipment wherever possible.
c)As an active member of the industry Technical Committee for JIFF, DWC Fuel Farm and DWC IJIP, provide inputs for facility augmentation and process improvement at these locations. This would include vendor evaluation, monitoring progress of major projects, participating in Hazop and Risk Assessments, reviewing drawings and providing Technical/Engineering inputs.
3)Maintenance of the Snake and Falcon Pipeline:
a)Develop and maintain a comprehensive system for the Snake pipeline. Also, develop and monitor the SLA for maintaining of 3rd party pipelines. currently HETL).
b)Benchmark EA pipeline maintenance procedures/practices in line with international practices/standards.
c)Review pipeline maintenance reports, patrolling and NOC reports to identify areas of improvement and non-compliances if any.
d)Periodically interact with EIL and HETL for ensuring smooth maintenance and patrolling activities and address anomalies if required.
e)Review and approve critical NOCs to be issued for the pipeline and involve in discussions with stake holders like contractors, DUSUP, Emdad, etc.
f)Develop, review and implement complex pipeline projects like SCADA upgrades, In Line Inspection, CIPS and DCVG surveys, coating repairs and pipeline diversions wherever required.
4)Health, Safety, Security & Environment (HSSE):
a)Lead by example and strengthen HSSE culture across entire EA organization ensuring compliance to ENOC HSSE policies, JIG HSSEMS and applicable local regulations. Also, lead the Aviation Safety Committee at various EA locations.
b)Ensure HSSE compliance of all activities in EA which would include day to day operations, project execution, contractor and visitor management.
c)Work closely with Manager EHSQ, EA to develop and implement HSSE Annual Plan for EPPCO Aviation.
d)Ensure that all critical changes in the organization follow a Management of Change process. Critically review the Management of Change documents and approve after changes as required.
Additional Principal Accountabilities
5)Budgeting and Cost Control:
a)Review the business plan advised by the 2 shareholders and prepare a consolidated EA business plan. Plan resource requirement (manpower and infrastructure) to meet this business plan.
b)Review Annual Opex budget proposed by the functional managers and ensure its alignment with the EA business plan and rationalize as required. Collate the budget and prepare a consolidated EPPCO Aviation Opex budget.
c)Prepare EA Capex budget based on requests from the functional managers as well as the strategic plans of EA as advised by Director-EA.
d)Finalize the EA Income statement in consultation with ENOC Marketing Finance providing inputs on volumes, Opex and Capex as well as cost sharing by the shareholders. Obtain approval of the EA Annual Budget (Income Statement including Opex and Capex) from Director-EA and subsequently the ACC.
e)Monitor and analyse EA expenses for Capex and Opex and advise EA functional managers in case of any course correction required during the year.
f)Identify and implement cost saving initiatives wherever possible without compromising on operating/safety standards.
6)EPPCO Aviation Performance Management:
a)Develop KPIs for EA Score Card along with Director-EA and present for management approval. Put in plan action plans for meeting all these KPIs.
b)Develop internal KPIs for monitoring unit level performance with an aim to meet the larger EA KPIs as well as trying to bring in continuous improvement. Take corrective action whenever required.
c)Put in place a periodic review mechanism to review performance against the defined KPIs (including internal KPIs which would include HSSE compliance, operations performance, equipment breakdowns, flight delays, incident/near miss reports, customer complaints and status of closeout of audit observations) as well as other parameters as required for the ISO system.
d)Prepare required reports/presentations for Director-EA to present to the ACC, EPPCO Projects, Monthly reviews. Also, prepare various internal and government audit compliance reports.
7)Liaison and Coordination:
a)Work closely with Director-EA and liaise with shareholders for issues affecting EA. This would include business plans, ACC issues, customer related issues etc.
b)Coordinate with all EA service providers like GPC, Finance, IT, HR, etc. for resolving EA issues as well obtaining maximum benefits from the SLAs.
c)Working closely with various airport authorities and handling their contract related issues (rentals, concession agreements, service payments, etc.).
d)Working with the industry members at DIA and DWC airports to protect EA interests while contributing to smooth operations at the airport.
8)Administration & Manpower Development:
a)Ensure payments to vendors are released on a timely as per ENOC policy.
b)Monitor and ensure compliance of all EA staff to applicable policies (ENOC HR, ENOC Business Ethics, Airport Security, Airport Apron Safety, etc.)
c)Develop and implement documented procedures for recruitment, internal promotions, rewards, disciplinary action, etc.
d)Develop and set out clear objectives for operating staff to have maximum transparency and fairness in the annual appraisal system.
Experience
Minimum Requirements
a)Engineering graduate with minimum of 15 years of experience in Aviation operations and Aviation projects including Aviation Refuelling equipment design.
b)Additional experience of operation and maintenance of fuel pipelines preferred.
c)Should exhibit excellent leadership and interpersonal skills and a strong knowledge and commitment to HSSE.
d)Good command over verbal and written English with adequate computer skills.
