Job Purpose
The Operations Manager is responsible for managing the day-to-day operations of the Terminals, whilst ensuring the safety of all operations employees and the assets in consistent with international standards and operational excellence.
The Operations Manager is responsible for implementation and Management of the Terminals business plan and operation in the most effective way.
In his role, he manages in the most cost-effective way the Operations, HSSEQ and Energy Management Systems, customer relationship, and resources to ensure continuous improvement, meeting the Company Strategic Goals and Business Plan.
Principal Accountabilities
Operations:
Managing all operations, HSSEQ, Maintenance, Asset Management, and day to day project activities at the Terminal safely and consistent with internationalstandards such as JIG, API, El1530, ISGOTT, NFPA, ASTM and as per EIL/HTL operating and safety procedures, ENOC/HTL HSSEQ policies and guidelines in compliance with all local regulations and Industry best practices.
Engage actively in various projects including QRA, HAZOP, Process Hazard Analysis (PHA), etc.
Lead the effective and safe decommissioning and commissioning of the project deliverables adhering to the MOC process.
Responsible of formulating the operational department's OPEX budget, subject to review and approval by the Terminals Manager. Oversee its implementation to ensure timely execution, prevent overruns, and minimize expenses.
Assist the Terminals Manager for updating the Business Continuity Plan (BCP), and ensuring the operational financial performance, risk management and cost control of the Terminals.
Shift and staff Management:
Initiate, review, and agree operations annual targets with the team, provide strong leadership and motivate the staff to increase the teamwork, productivity as well as individual performance.
Lead and supervise the updated training needs, annual training plan and personal development plans, in operations department, providing tracking and reporting based on monthly KPls.
Implementation of required changes in line with the organization's objectives and the changing customer requirements.
Motivate the operational team to maintain a strong commitment to enhancing their operational competencies and professional skills.
Determine the allocation of personnel in operational shifts, including regular monitoring and analyses of overtime.
Approve annual Leaves, Sick leaves, escort leaves, and any other requirement from his team in the SAP system without affecting the Terminal's KPls and ensuring the operational and process safety.
Conduct the Performance Annual Appraisals for direct reports in line with HR policy.
Customers:
Ensure effective communication and relationship with customers by implementing the actions agreed in the Operational Review Meetings with Customers, applying applicable International Standards and the industry best practices at the Terminal.
Supervise that all operational shifts are monitoring and recording the daily product inventory, reporting and investigate abnormal stock variations to avoid Customer complaints.
Analyse and propose to Terminals Manager the response to Customer complaints in timely and effective manner.
Additional Principal Accountabilities
Maintenance and Procurement:
Supervise the lessons learned from Projects are captured and shared with operations team/ElL.
Lead the "Permit to Work system" (PTW) is strictly enforced, and best practices are implemented in all operational shifts and with the contractors/Ell personnel for all applicable works at the Terminals.
Manage and co-ordinate the timely procurement of all operating materials, stocks, tools, and equipment required for operations are in place to avoid business interruptions.
HSSEQ and Sustainability:
Lead the Operations department in the Quality Management System implementation to improve process quality, policies, and procedures and steer the Terminal towards continual improvement.
Direct and oversee operational shifts to uphold optimal emergency preparedness, ensuring regular mock drills align with the HSSEQ annual plan.
Assist the Terminal Manager for the-internal and external audits and ensure timely and effective implementation of all corrective action plans.
Deputy of Operations Section Head in Emergency Management Team (EMT), providing support to Terminals Manager (Operations Section Head).
Supervise that all documents in operational area are timely reviewed and up to date to comply with applicable standards and IMS requirements.
Additional:
Assume the role of Terminals Manager in the absence of the incumbent, guaranteeing seamless task execution and operational efficiency during periods of annual leave or other absences.
Execute ad-hoc operational tasks as instructed by the Terminals Manager.
Experience
Bachelors in engineering or equivalent certificate with a minimum 10 Years of experience in Oil or Chemical Terminal/Oil Refinery, of which 5 years' experience in Management position with proven track records.
Knowledge of International standards such as JIG, API, El1530, ISGOTT, NFPA, ASTM
Knowledge of international maritime standards and regulations applicable to Terminal Operations.
Project Management experience and presentation skills.
