Job Purpose

Verify whether trade standards are in compliance with applicable existing, proposed and new - laws, regulations and guidelines, to allow for the maintenance of quality throughout all processes. Check that the trade license applications received have met the requirements and terms of the license to trade in petroleum products in the emirate of Dubai

Principal Accountabilities

Management
Manage the section, to meet all section objectives in an efficient and cost effective manner u Implement all Human Resources Management processes like Recruitment, Reward Management, Performance Management, Learning and Development, etc. to achieve the section objectives
Policies, Processes, Systems, Procedures and Controls
Contribute to the development of the Department Policies, business processes and operating procedures
Develop and supervise the implementation of appropriate Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards
Budgets and Work Plans
Develop and manage the implementation of consistent and realistic operational plans for the Section to meet the Department objectives Allocate manpower resources to the planned assignments and develop schedules in order to deliver the Section objectives
Monitor, investigate, highlight and reconcile any significant variances in utilization of the Budget to ensure effective performance and cost control
Performance Management
Contribute to the development of the Department's KPI's and ensure proper cascade of the Performance objectives within the Section and delivery of these objectives and promote a performance driven culture
Manage the implementation of the Group Performance Scorecard framework for individuals within the Section in accordance with approved guidelines
Continuously monitor the achievement of the Performance Objectives related to the approved Annual Performance Scorecard Objectives to reinforce an organization-wide drive for performance
Enterprise Risk Management
Ensure compliance with the requirements of the Integrated Enterprise Risk Management System relevant to domain risks and implement measures to mitigate all identified risks from a Department perspective
Innovation and Continuous Improvement
Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations, processes, procedures and services
Propose improvements in internal processes against best practices in pursuit of greater efficiency and productivity
 

Additional Principal Accountabilities

Management Information Systems (MIS) and Reports
Prepare all Section MIS and progress reports and provide inputs to enable the Department Manager to prepare weekly and monthly reports for the section to report progress on compliance with SLA's Report to Management any deviations from Trade Monitoring & Compliance policy, process, procedure or ethical standards observed which could jeopardize the Company's interests
Trade Criteria Review and Authorization
Verify whether trade standards are in compliance with applicable existing, proposed and new - laws, regulations and guidelines, to allow for the maintenance of quality throughout all processes
Suggest recommendations to the Director PTG & C on trade regulations and authorization criteria for the continuous improvement of quality standards & practices
Implement solutions on trade channels that will maximize business interests, protect the regulatory framework, and optimise operating costs
Participate in conferences, seminars and events related to the trade of petroleum products, in order to spread and develop the culture of best practices in the sector
Evaluation of Trade License Applications
Check trade license applications referred by the Supreme Energy Council/the Licensing Authorities for companies intending to perform trading activities of petroleum products in the Emirate of Dubai to ensure compliance with regulatory and required standards
Check that the trade license applications have met the requirements and terms of the license to trade in petroleum products in the emirate of Dubai
Check that the Trade License applicant has fulfilled the health, security, safety and environmental requirements for handling, storage, transport and distribution of petroleum products

Recommend and implement measures and procedures for the process of evaluation and a roving the Trading License Application

Establishment, Ports, Customs, and Free Zone Corporation, Dubai
Maritime City  Authority and Dubai Economic Department  etc. as required

Experience

Knowledge and Qualifications: Degree or professional qualification in Petroleum Engineering, preferably with a Master's Degree in Petroleum Engineering or Energy or Management, with knowledge of laws and regulations related to Petroleum Trade Monitoring and Compliance
Job Skills: Managerial and Supervisory skills, good communication skills, good interpersonal skills, Good computer skills for the job.
Competencies: Attention to detail, Analytical thinking, Problem solving skills, Vigilance, Concern for quality and productivity, Flexibility. Experience:
