Job Purpose

The main responsibility of the position is onsite HSE monitoring and Compliance. This includes site inspection, communication and record keeping. Reports all site inspection findings to safety officer.

Principal Accountabilities

Project Site Activities
•    Inspect and monitor site activities on implementation of safety arrangement.
•    Co-ordinate with client representative at site on HSE matters and familiarise with client site HSE requirements to ensure safe work environment.
•    Support the project team at site and ensure safe completion of job at customer sites.
•    Keep self-update of Client and EMGAS HSE standards and procedures. Familiarise self on work practices pertaining to LPG installation at customer sites.
•    Liaise with the Network Engineer for planned site activities.

Training 
•    Conduct safety toolbox talks to site workers.  
•    Brief staff regularly on the jobs planned at the customer sites.
•    Conduct basic HSE trainings to the Network staff.
•    Conduct HSE induction trainings to new network staff and contract staff at the customer sites.

Risk Management
•    Participate in Risk assessments for site activities along with project site team and EHS Officer.
•    Participate in developing and reviewing method statements.
•    Conduct gas test and maintain record for hot works on site.
•    Conduct construction site safety inspections and follow up on risk mitigation measures. 
•    Inspect and monitor the controls stated in the Work Permit and Method Statements are strictly followed. 
•    Ensure compliance to Emirates Gas Permit to Work system.

HSE Initiatives
•    Participate and assist HSE Officer to promote EMGAS HSE initiatives on site.

Documentation
•    Support HSE Officer in maintaining site level HSE documentation. 
•    Ensure that the relevant documents are available at the customer site.
•    Ensure to check and verify documents / inspections certificates for the equipment to be used at customer sites.

HSE Inspections
•    Conduct HSE inspections at the customer sites.

Communication and working relationships.

Internally - Has regular communication with the HSE Officer, Network Engineer and HSE &BE Manager. Also works in close coordination with staff and officers of other departments of Emirates Gas.

Externally - Also communicates under the guidance of HSE Officer with external parties such as customer representatives at Site.
 

Additional Principal Accountabilities

Experience

•    Qualifications: Diploma in Science / Engineering.   
•    EHS Qualification: Basic level EHS qualification (IOSH Managing safely or equivalent is preferred).
•    Experience: 3-5 years of experience in field safety monitoring and supervision.
•    Skills & Knowledge: Experience as Safety Inspector with at least 3 years of construction site experience. 
•    Working knowledge of permit to work, risk assessments, method statements and gas monitoring.
•    Familiar with hazards and safe work practices in brown field oil and gas construction sites.
•    Knowledge of Microsoft Office application (MS XL, Word & PowerPoint) is preferred.
•    Good interpersonal and communication skills especially verbal communication skills for field operations are necessary
