Job Purpose

Directs, coordinates nnd supervises va1·ious activities relating to civil and building maintenance, structural alterations and modifications to all infrastrncture, non-process related common facilities and civil works in the refinery. This includes preparing feasibility studies and cost estimates for alteration, upgradation, modification of existing facilities and systems. Manages contracts and resources required for repail· works and supervises
execution.
 

Principal Accountabilities

•    Lead a team of contractors in performing all the civil works maintenance, inspection, modification and construction activities to ensure work are carried timely, safely and with good maintenance practices with no dis111ption to plant operations.
•    Manages civil works troubleshooting & technical support for EPCL civil infrastructure. Ensures that all work is completed safely and as pe1· agreed priorities/target dates.
•    Carries out Civil infrastructure studies and modification of plant facilities according to technical specification and business requirements. Works with operations and engineering departments to improve inf1·astructure utilization etc
•    Responsible foR all process control and quality control related to civil works,
•    Design and execution of civil related preventive maintenance programmes.
•    Oversees the execution of repairs of plant steel/ concrete structures, piping/ equipment supports fireproofing, storm and oily water sewers, valve pits, concrete slabs, pump bases and similar civil structures as well as HVAC maintenance.
•    Responsible for the execution of maintenance work of Firefighting systems and equipment including process areas thrnugh a11"anging and co-ordination of annual third party ce1titication ,
•    Ensures that all refinery fire fighting equipment are tested, repaired and certified by third party every year to enable o taining JAFZA Operational fitness certificate.
•    Manages sourcing of materials, repairs and outside services/contracts in conjunction with Procurement & Contracts department for civil related maintenance jobs.
 

Additional Principal Accountabilities

•    Conducts physical audits/visits and assessment of capabilities of contractors and vendors for accreditation.
•    Conducts risk assessments, obtains work permits, supervision of contractors in the field1 ce1tification of completed works and release of invoices.Manages the execution of the waste movement process and ensures !hat it is handled snfely and shifted to EPCL waste management area.
o    Ensures optimal daily planning of activities utilizing Oracle CMMS work order system including updating of materials, resources and repair history information.
o    Develops and monitors yearly maintenance budget for allocated equipment section. Reports status on monthly basis.
o    Performs all work in compliance with applicable refinery procedures and safety regulations. Develops new and updates existing maintenance procedures relating to civil works.

Participate in mandatory information security awareness and training programs.
Support information security initiatives and activities within the organization.
Consider information security requirements when managing changes involving information assets.
Report security incidents, vulnerabilities, weaknesses, or non-compliance in accordance with established procedures.
Fulfil role-specific information security responsibilities and contribute to maintaining the effectiveness of the Information Security Management System (ISMS).

Experience

o    A grnduate in civil or mechanical engineering from a recognized university.
o    Minimum 4-5 years of experience in civil works-, maintenance of facilities or industrial installations including supervision of contractors and management of safety aspects.
•    Knowledge of international civil works codes.
•    Strong analytical and diagnostic skills, good mechanical ol'ientation,
o    Must be able to estimate resource requirements.
•    Possess plf)nning and scheduling skills.
o    Must be able to record, analyze and interpret maintenance cost and statistics
o    Must be able to manage, direct, guide and train assigned personnel
o    Must be familiar with safe working procedmes and practices
•    Computer literate
