Job Purpose
The role of an Electrical & Instrumentation (E&I) Engineer is to quickly restore failures to an operable condition. Providing E&I engineering/technical support for HETL Terminals to troubleshoot and resolve problems impacting equipment availability / reliability, environmental compliance and ensures safe work execution. Also, will serve as primary resource for E&I technical expertise relating to all HETL Terminals major maintenance and expansion projects and E&I aspects of Projects, Reliability and Process Safety.
Ensure that the project related Terminal E&I installations are done correctly in line with the pre-commissioning, commissioning requirements and maintainability of the systems. Carry out testing and witnessing of E&I installations and ensures meeting necessary taking over requirements.
Principal Accountabilities
Reports to the Technical Manager – HETL Terminals for all major and minor E&I related maintenance and projects related activities and submits periodic progress reports and follows up closely.
Responsible for participating and assisting HETL Terminals Maintenance Teams with the E&I dimension of their respective maintenance and projects requirements. Provides specialized technical guidance and support to sustain asset integrity and reliability of HETL Terminal E&I equipment.
Responsible for troubleshoots E&I maintenance issues, conducts studies on chronic E&I maintenance problems and recommends / initiates necessary remedial actions for the same.
Responsible for undertaking failure analysis/investigation for a wide range of electrical equipment such as Motors, Transformers, UPS, Battery, Breakers, Switchboards, Switch Gear Panels, Protection Systems, Isolator, Surge Arrestor, Power Cables, Busbar, Earth Resistance, ESD and all application of control and protection panels etc.
Responsible for leading/assisting in interpreting, testing and modifying Terminal Automation System (TAS), Terminal process control logic diagram and necessary system configuration (SCADA/PLC/DCS/HMI)
Acquires failure data and prepares/updates E&I maintenance plans for restoring equipment to operating condition in a minimum amount of time balancing repair cost and minimizing future failures.
Develops and establishes condition monitoring programs on major E&I equipment as well as site guidance in making equipment performance observations by analysing frequent failures, critical equipment failures etc. diagnoses the causes and initiates necessary remedial measures.
Reviews and initiates Terminal E&I modifications for enhancing reliability and maintainability aspects, ensures quality assurance for major tasks, formulation of related maintenance strategies and optimization of maintenance programs.
Develops and updates preventive / predictive maintenance programs, reliability improvement programs and safety procedures for critical and non-critical E&I equipment which impacts Terminal safety and operability.
Responsible for inspecting and evaluating E&I equipment. Monitors equipment availability in the assigned areas and develops maintenance procedures to improve reliability, efficiency while controlling the cost and targets to achieve ZERO LTI and Non-conformance. Also, identifies and advices on the disposition of non-conforming E&I material and equipment periodically in line with EHS and Operational requirements.
Responsible for reviewing load lists, electrical equipment list, electrical power distribution concepts, SLD, Schematic Diagrams, turn-arounds, equipment outages, Power System Analysis – Load Flow, Short Circuits etc, Design Calculations – Voltage drop, equipment sizing, lighting, earthing, cable sizing, electrical protection, Starter, Soft-Starters, VFDs and relay selection, setting in coordination with statutory requirements.
Additional Principal Accountabilities
Responsible for development, review, updation, maintenance and identification of deficiencies and non-conformances of all E&I documentation, files, procedures, databases, mark and approve all drawings, installation details & standards, electrical classification analysis and MOC process that are vital to ensure integrity of Terminal E&I assets.
Responsible for ensuring that all E&I related major maintenance and capex projects are carried out competently and effectively within the approved/agreed time and budget constraints.
Responsible for all E&I design reviews associated with major modifications including TAS, drawings, documents, data sheet preparation, implementation packages, Scope of Work, Bill of Quantities, project cost estimates and completion plan.
Responsible for reviewing and supervising all E&I aspects of projects like – technical vendor coordination, site execution, Ops & Maint requirements, commissioning support, critical spares, development of project deliverables and ensures completion as per approved project specifications.
Responsible for developing all E&I related pre-commissioning and commissioning procedures including detailed check list for E&I loop checking, simulations and functional testing and assists in start-ups as required
Responsible for initiating and coordinating the final inspections / testing of Terminal E&I installations with DEWA/FEWA and other statutory authorities and supports in pre-commissioning, commissioning and handing over activities.
Liaises with the Operations, Maintenance and EHS Departments for interdisciplinary coordination on maintenance modification requirements and new E&I projects.
Coordinates with GPC on E&I related tendering process until contract award, including tender document reviews, coordination of pre-bid site visit by bidders, technical clarifications, bid evaluation and necessary final technical recommendation for selecting a suitable contractor.
Coordinates with the E&PM Project execution team to address E&I contractual and technical issues in line with engineering guidelines, recommended practices, international codes & standards and company specifications & procedures.
Participates in E&I related capex and opex budget proposals related to major maintenance and project requirements including budgetary quotations, technical evaluations and necessary recommendations.
Provides expert inputs on design and reliability of E&I systems during process design safety reviews. Leads in the technical review of E&I aspects of Management of Change and actively participates as a team member in any E&I related incident investigation process.
Mentor and assists Maintenance Teams as needed in all E&I related trouble shooting and project related engineering issues with necessary E&I training.
Responsible for backing up Technical Engineer in his absence.
Experience
Educational Qualification: Engineering Degree / Higher Diploma holder preferable in Electrical and Instrumentation Engineering.
Experience: Minimum of 8 - 10 years of hands on experience in Terminals / Oil & Gas/ Chemical / Refinery in a supervisory cadre.
